Macros menu items no longer work - how to fix?

Using Outlook 2003, when I go to Tools\Macros\Macros, nothing
happens.Likewise, when I use the shortcut accelerator Alt-F8, nothing
happens. I've tried re-installing but nothing changed. I've recently gone
through the exercise of removing Adware and Spyware so I'm sort of
suspicious that one of these programs inserted a shim in the chain of events
that is now non-functional. Can someone please suggest how I might be able
to get my Macros editor up and working again?
