Macro Security in Office 2007

So I have files that are saved in the new .xlsm format, and when I open them
from my desktop they open without the security warning. However, when I send
it via outlook e-mail and a user opens the file from outlook, they get the
content is disabled warning box.
However, if that same user saves the file to his or her desktop first, and
then opens the file the opens with macro's enabled and without the warning.
Does anyone know why this is happening? and if so is there a way to get
around this?

it happen i think becuase some file locations are trustred and some are not.
i dont know if you can make an attachment trusted.
