How can i install a valid machine certificate on the VPN
server.

i am getting error 781 when establishing l2tp/ipsec
connection to my server.

For Windows 2000 both the client and vpn server need a certificate for l2tp. You
could easily configure your server to be a Certificate Authority and issue your
machines certificates. If in an Active Directory domain you can use auto enrollment,
Web Enrollment, or request a certificate via mmc certificate snap in for machine. If
not in a domain you can request a certificate via Web Enrollment. --- Steve
