Machine Based GP Processing order

Please help me with the following:

I have two GPOs linked an OU and both GPs are configured for the Computer
configuration.
GP1 contains a startup script to unistall Office XP Pro. We found that we
were licensed for Standard and our installation was done unmanaged so I am
removing it thru the computer startup script.

GP2 contains a Assigned Office XP Std installation and this will be a
managed software. Again it is Computer based.

In the Link Order on the OU, GP1 is set fist then GP2 2nd. I set it up
this way thinking the uninstall will go on first before installing XP std.

My problem:

Now my problem is that this is not happening the way I expected. The
Installation process kicks off first then the startup script comes in to
run. Can anyone explain why? Is it the behaviour of windows 2000 GP that
Assigned Application runs first before startup script regardless of which
link order it is set? Could I be able to work a way around that so that I
achieve my deisired result.

Please help on this..... I am scatching my head as my boss is pushing on me
to get the GP working.
