GPO Software Installation Execution Order

I am trying to install a MSI package that requires a licencing file copied to
the target system prior to the installation package being run. I am using a
computer based installation with a startup script.

When a startup script is attached to a GPO when is it run? Normal group
policy order is to process computer configuration settings prior to running
startup scripts.

On the first time installation is the script run as part of (with) the
installation or is it left to run with the other startup scripts later in the
GPO sequence?

Is there a better way to get the licencing file to the PC prior to the MSI
being run?

A second GPO with a selfmade MSI Package, which runs first ...
Create MSI e.g. with Installer2Go
