M-Audio audiophile 192 sound card IRQ needed

Hello! I recently needed to reformat my HDD and reinstall Windows. I've
been in contact with M-audio, the maker of my mobo, both tell me that I need
to have an IRQ lower than 15 for this sound card to work correctly. So far,
I've tried multiple installs of XP Home and Pro with the card in and out of
the PC. I've tried every available PCI slot and it doesn't work. All PCI
slots are either 16 or higher. This causes the card to pop and "drag" when
playing any audio. My BIOS does not allow me to select IRQ's and it seems
Windows would just re-assign them anyway. I have cleared my CMOS as well, it
still doesn't work. I did see additional HAL setups on the FAQ portion of
this sight. Would this help? Any insight on this issue would be much
appreciated because I've been hitting a wall.

Try run, type:DXDIAG See what direct X says. Also,if thats what the oem
said, then why in gods creation didnt they specifically tell you how to go
about doing just that.....Otherwise,go to wal-mart & purchase a creative
sound card (audigy),they run about 25.00 on board sound uses up alot of
resources & sounds only fair....
