lsass.exe 00xc0000078

I am having a startup issue, I believe it may be registry but not sure - Upon startup, I get a lsass.exe Microsoft Error 00xc0000078 - It tells me to shutdown and reboot in safe mode.

However, whenever I do this, it loads, gets to the error right before it brings me to my desktop and then reboots automatically. I did a repair and things look ok, but I can't get to my startup desktop, my pc just continues to reboot.

Has anyone seen this before and does anyone have an idea of how to fix it?
