Low-level format of hard drive

My W2K Pro system was hit with some kind of virus that
corrupted the OS to a point that it couldn't be repaired
(in spite of the latest Norton Antivirus definitions). I
reinstalled W2K Pro from the CD and repartitioned the hard
drive in the process. Once I got W2K Pro reloaded and got
connected to the Internet and opened, a virus immediately
started to overwrite some of my OS files.

Could it be that there is some form of low-level format
that needs to be done to the hard drive to truly rid it of
this virus?

Any help would be greatly appreciated.
