Low in virtual memory

My machine (win 2000 pro) always runs low in virtual
memory. I already increase to maximam (384 mb). What's
going wrong? Any idea? Thanks.
 
running to many apps?
apps that have memory leaks?
Using apps that make intensive use of memory, ie graphic apps
Using 512mb of ram is preferable on a win2k sys, = 768mb virtual mem.
