low disk space

I am getting low disk space note everytime i try to
download or install anything on my computer I think it is
partioned and i want to know if i have to reinstall it or
can i change the partion from windows

you cannot change partition size (ie. re-partition) from within WIndows.
There is no native function that will allow you to resize the partition your
OS is installed on. (You *can* repartition other partitions from within
windows, but that will probably not cure your 'low diskspace' problem.)
You will need to get one of the commercially available partition managers
like Acronis Partition Expert
(http://www.acronis.com/products/partitionexpert/) or Partition Magic
(http://www.partitionmagic.com/ (formerly Powerquest, these days Symantec))
There may be free/shareware ones around, but haven't found any good ones.
