Low cost VCR-to-PC

Is there a good low-cost device for connecting VCR to PC.
Primarily, I want to get my old Beta and VHF home movies to CD/DVD.
But, if I can go the other direction also, all the better.

My cheap video card doesn't have connections.
I have available PCI slots, MSI K7T266Pro2-A mobo, AMD1700 (I think), plenty
of HD space, and 512 RAM

Consider a WinTV "Go" PCI card. See

ATI makes several cards with video in, video out (VIVO) some can be had on
ebay for as little as $30.
Do a search on ebay for ati vivo or ati aiw
