I use the randomise feature in XYplorer. Just make 49 (or whatever) dummy
files numbered from 01 to 49, put them in a folder and press Ctrl - R. Files
in the scrambled order can be exported to the clipboard if required.

I noticed "lottery number picker" entered into Google, lists
several possibilities.

http://www.caller2.com/pick_lotto.shtml is an on-line picker
if you don't want to add more software to your computer.

I use Mass. Lottery Picker from a now defunct site. It is
only 41K.

I'm sure yours is not as simple as what I use.
