Lost Windows xp programs

I have WIn xp home edition. About a week ago I noticed that I had suddenly lost some windows operations;
Can't run SFC; Can't get properties for the desktop to operate. When I right click the desktop and select properties, I get a 'theme' screen only, no way to change any other settings.
I have followed the HP support center suggestion to do a 'system recovery' but that did not help. With over 200 programs installed, I really don't want to do a full restore. Any idea how I can recover the win xp programs such as SFC and the desk top control program for monitor setting and other functions?

What does a scan with a current antivirus program (meaning a version not
later than 2002 and using updated virus definitions) show? Also,
posting your real email address in a newsgroup is like inviting every
spammer in the world to send you garbage.
