lost win98 os

an elderly friend messed his computer up. His OS is gone!
I tried starting it in safe mode, it kept requesting me to
install the win98 OS cd. He doesn't have one. Just has a
recovery cd. That didn't help.
His computer is a handmedown from a friend of his daughter.
she lives in Texas, he lives in NY.
Phoned her, she said didn't have 98 OS.
the screen showed win98 logo with the clouds in the
background. but no task bar. wouldn't take inputs from
mouse or keyboard.
Any help for this mess? And I am 65 miles from my elderly
friend!

Telling us that the "OS is gone" tells us nothing. If that were true then
starting in safe mode wouldn't be possible. The exact text of what is
displayed on the screen when you turn it on may help us understand your
problem.

.I went thru all the safemode choices. Nothing helped.
I did get the win98 screen with the clouds but no taskbar
with the start menu, etc. Once there was a Win98 signin
screen asking for a name and password. But it wouldn't
accept input from the mouse or keyboard, plus no one knows
of a name or password to enter. Hope that helps....

Better to ask in a win9x group.
