lost tools menu

I recently installed a 2003 edition of Outlook but am unable to find my
"tools" button on the menu bar.
Is this normal and if not how do I retreive it?
 
You should be able to right click on menu/toolbar and select customize. Go
to the toolbar tab and reset the menu toolbar.
