Lost "start" bar, My Computer icon

My son attempted to uninstall McAffee anti-virus and
personal firewall software and when he rebooted, it tool
forever to reboot, runs like a dog, lost the "start" bar
at the bottom of the screen and My Computer icon is
gone. Can't get to restore. Any suggestions/help please?

Could be that the task bar is below the screen. I had some programs
that after I uninstalled them and rebooted, I had to 'raise' the height
of the taskbar to normal because is 'minimized' it.

You can use the start button shortcut (hit Ctrl + Esc) to try to use
Restore.
