If the task bar is hidden how can I unhide it.

You reverse whatever steps were taken to hide it. An obvious place to start
is in Taskbar/Start Menu properties: uncheck Autohide and check "Keep
taskbar on top." You can use Task Manager> Run Task to get Control Panel
started. Type "control" without the quotes and click OK.

If the taskbar is only missing when working in some programs, check
settings in those programs to be sure they are not working in Full Screen
mode.
