lost my system restore

when i open my system restore, i get an error message...rstrui.exe-unable to
locate component. this application failed to start bedause framedyn.dll was
not found. re-installing the application may fix this problem.
i posted this issue several months ago, and received info on how to replace
the framedyn.dll file and verify system variables accordingto article 319114.

it did not work. i got another error message: rstrui.exe-unable to locate
component, followed by the same message as above.

don't know what to do next. am unable to do backups which require a restore
point, etc.
would appreciate any help.
