lost "msconfig" command

cannot access the msconfig program in the run command to disable programs at
start-up. How can I recove the program....thanks

What happens when you type msconfig.exe (not msconfig) ?

If you can run MSConfig by typing this in Start/Run:
%WinDir%\PCHealth\HelpCtr\Binaries\MSConfig.exe
Then :
Open the attached text file and run that SINGLE line(Turn OFF Word-Wrap in your text
viewer) from Start-Run.
The text file contains(don't RUN this wrapped line) :
reg Add "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\MSCONFIG.EXE" /ve
/d "%WinDir%\PCHealth\HelpCtr\Binaries\MSConfig.exe" /f
