Lost modem access

After a "recovery" from the error below, I am getting modem
error 633 -- another device is using the modem port. I
tried to remove the modem but every time I do that and
reboot, the modem is back and the error persists. All modem
diagnotics say the modem is working and there are no
conflicts showing in the device manager.

Error code:

bcp1:81f7eb78 bcp2:81f428b8 bcp3:81adcf48 bcp4:00000001
OSVer: 5_1_2800 SP: 1_0 Product:768_1

Rebooting does not help anything.

Thanks for any insights into how to get the modem access
back.
 
Have you installed any modem-dependant software recently? I had a similair problem and it was fixed by un-installing Win XP Fax console.
