Lost IP when disconect LAN cable

Hi,
I have assigned permanent IP to the LAN card (WinXP). Run some services
bound to this IP.
But when i disconect LAN cable, WinXP lose IP address and all my services
stop working. Even no ping to self IP, nothing in Ipconfig /all also.

Are there options (even inside registry) to set IP permanently and to not
disappear.
I've work before on WinNT4 - no such problem. LAN card retain assigned IP
ever.

Run the registry editor and open this key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\TcpipParameters

Create a DWORD value named DisableDHCPMediaSense, set it to 1, and
reboot.
