Lost CD drive

I hadn't accessed the CR-ROM drive for several days. When I tried it this
morning it shows all CDs as being blank. I called a technician and he said I
need a new hard drive. All programs on the hard drive work fine.

I do have a problem with low speed which is very aggravating. Assuming the
hard drive is at fault, wouldn't the problem still be there when I transferred
all the programs onto a new drive?
