Press Ctrl-Escape, to see if it pops up. A rightclick, and Properties will
let you set it to remain on top.

Press Ctrl+ESC on the desktop, that should bring the taskbar up, or move your
mouse to the bottom of the screen and resize the taskbar so you can see it.
You might have to right click it and select properties and uncheck the
autohide option.
