Lost all my programs from start menu

another of my problems, I have lost access to all my programs thru the start
menu. It says programs still, but when I click it nothing comes up. I believe
they are all still there eg. I can get to word and excel through my
documents. I cannot get to windows explorer, or utilities. I tried a restore
when I restarted my computer (F8 - i think), but my system will not restore.
And nothing happens when I try "last know good recovery"???

Start Menu - 'All Programs' is empty or nothing happens when you click
the menu:

When you click Programs menu in the Start Menu, it may show as (Empty).
Nothing happens when you click All Programs in Start Menu.
Not all the shortcuts are displayed.
