Lost Admin / login.scr hack problem

I'm trying to recover a lost admin password.

I renamed the login.scr in system32, copied in cmd.exe and renamed
that to login.scr, and the screen saver has kicked in, bring up the
command window. So far, so good.

But, when I try to do "net user administrator 123456" to change the
password, I get the following messages:
System error 5 has occurred.
Access denied.

Is there anything I can do to get around this ?

I have seen that procedure to change the built in administrator account for a domain
on a domain controller but not for a non domain controller. See the link below on a
free utility that creates a bootable floppy to reset the built in administrator to
blank/null. The website also has basic instructions. Be sure to select y [the default
is n] to write back the changes when done and then wait until done which may take a
minute or so. --- Steve

Thanks Steve. This is a non-DC so I guess that's it. I'll try the link
you suggested.
