loss of start button and menu bar

How do I restore my start button and menu bar? They are
missing in action!
 
Check that explorer.exe is the default shell to start. Look at the Reg_Sz
string value of;
"Shell"="Explorer.exe"
found at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

You probably mean the Task Bar, not the Menu Bar. It is
most likely at the very bottom of your screen. Just pull it
up with your mouse!
 
It may also have moved to either side or the top of your screen.
