my pc is Athlon 2100+ with 768mb of RAM, win XP, 64mb of
GeForce 4 and so on.
It always used to run really fast opening all the menues
in a split of a second but after my pc crashed and i was
forced to reinstall it, the pc started to slow down.
In the past i was able to play games such as Vice City
without any lag or freezing at all but now freezing is
evident when massive, "power hungry" events occure.
Why is this so? I thought reinstalling pc would
erradicate all old trash and make it even faster.

( when i reinstalled i compleatly reformated my HDD)
I have also since ran Scandisk and Dfrag

The most likely reason is you're using the bog standard drivers. Make sure
you get the latest drivers for your hardware, especially motherboard
chipset, graphics card and sound card.

You don't mention what SP level or hotfixes you've got, nor any info
concerning a/v or anti-spyware measures you've taken. If you merely
re-installed the OS without adding appropriate service packs and
security patches or running with no firewall it could be any number of
things ranging from spyware to viruses and trojans.
