Loss of IP address upon Power Down.

I have 2 machines running Windows 2000, SP 4. Each has a
particular TCP/IP IP address specified for communicating
to the router. One machine retains its IP address when
powered down. The other machine does not. Any suggestions?

Maybe the one that does not retain its address uses DHCP?
