Loooong times to empty recycle bin?

I have a 1 ghz CPU and 100GB drive on a laptop running XP Pro. The
machine is well maintained and defragged regularly. But for some reason,
dragging a file to the recycle bin, or emptying the recycle bin can
take *minutes*. I'm talking about with very few, small files. The bin is
set to 1% of the drive.

Dragging a single, small document (a few KB) to the bin can take 30
seconds to over a minute to complete.

Emptying the recycle bin of 40-50MB of files can take several minutes.

Why is this?

Although this is a handy site, I tried the suggestions and they don't
seem to make any difference. Troubling....
