They can't because they will make more money by selling you a disk with a
product key. Ever try to buy a missing page of a book from a publisher? They
could, but they; like Microsoft, make money by selling product, and they
won't.

The disc is useless without a product key, so
why not widely distribute them and just sell the product key?

They do, that's what the Volume License Key program is for. A few disks and
a whole lot of keys. Afterall, it's the key that you are paying for. (You
have to see that from their perspective)

Oh, well I
need to find a friend that has one and go from there...

I think that's your best bet after your computer's maker. If you can borrow
one, make an .iso image of it with Imageburn and keep it on your hard drive.
Whenever you need a disk, have Imageburn spit one out from the .iso. You'll
always have a fresh disk.

I have tried this:

when I enter my product key it comes back with an error "We're sorry, the
following error(s) have occurred: No Offer Found". Probably because it's
OEM.

I have seen many posts that the disc can be ordered by going to the MS
Anytime Upgrade site, place an order in your cart and then "delete the
license" leaving only the disc for like $7. Well MS must have caught onto
this because you can't do this anymore. I have also seen the anytime
upgrade discs on ebay for $20, just seems a little steep for a
(license-less) disc.

I have seen many posts that CompUSA sells them for $5. But I cannot find
that anywhere on the Compusa website.

I have seen torrent links, but I'm not comfortable with pirated unsecure
possibly virus laden p2p downloading.

So what happens when his hard drive crashes? He should burn a copy to DVD.
Two copies. Never keep your only copy on the hard drive. That is just
plain stupid.

That's what Acronis TI is for. The iso is contained in the image and stored
on external media. When the hard drive fails, you restore the image to a new
one and there is the iso as well. You are imaging *YOUR* drive, aren't you?
If you're not; well, that IS just plain stupid.
