I'm looking for freeware that can convert wav to mp3.

plug-in effects.

There are probably many recording programs out there but there is also a
very simple one built into Windows. If you go to
Start->Programs->Accessories->Entertainment->Sound Recorder it should
launch. You can also run C:\WINDOWS\SNDREC32.EXE in Windows 98,
C:\WINNT\SYSTEM32\SNDREC32.EXE in Windows 2000, or
C:\WINDOWS\SYSTEM32\SNDREC32.EXE in Windows XP.

For wav to mp3 conversion you can use dBpowerAMP Music Converter. There
are over 30 codecs you can download to converter different file types
but WAV and MP3 are included by default.

DBpoweramp converts wav to mp3 and converts many other formats. It also has
a plug in that will allow you to record anything that plays on your
soundcard in any format you want. It uses the lame encoder.
