Looking for small offline browser. . .

1) Self-contained. I want to include it on a CD.
2) Will automatically scale images to fit in the browser window.
3) 3.2 HTML compliant but CSS okay too.

OffbyOne is small and self-contained but won't scale images.

Such a beast anywhere?

2nd entry is "offline html viewer." Don't know anything about it, so
can't say if it fulfills your requirements. Worth a look, though.
