What version of window XP are you running?

Assumming you are running XP professional, i would imagine using IIS is your
best option...
IIS comes with windows XP pro..(if not installed already, you can install it
via the add windows components wizard)..

Especially if it is a .net web application you are wanting to develop..

You could use SMTP off of Personal Web Server for Windows XP. Once installed and running, just bounce mail off of your PC.
