Looking for Hotfix 818826

Hello,
I'm trying to find the Hotfix for KB article
818826 "Removable Storage Device does not work after it is
removed and reinserted".
Apparently this is not yet part of any Windows 2000
service pack. I'm currently using Windows 2000 service
pack 4. I have run into this problem and now I cannot
access my DVD rom drives.
Any help appreciated.
