Looking for HD2iso.exe

I'm looking for HD2iso.exe so that I can create a cd bootable image for a new OS I'm trying out. Supposedly it should be in Windows XP, but I do not have the Windows Embedded subdirectory. Any help on how to obtain this program would be greatly appreciated.

It's part of the XP Embeded Developers Toolkit.

You can download it from MS if your entitled to it.

If not then I can't help due to licensing.
