Looking for Deinstall tool

Microsoft has a tool that can help remove programs who's deinstall routines
are broken... that is when you try to deinstall from add / remove programs
the application fails to deinstall.

I'd like to find a link to that tool. Can somebody help me?

I am not sure what kind tool you are refering. A tool jump in to my mind is
Windows Installer CleanUp Utility, it is may be the tool you want:

MS does not supply a tool as described - it does supply a win installer
cleanup utility, which removes the win installer entries only.
You may be able to repair the uninstall utility, supplied by the app, by
reinstalling the app again.
