looking for a port monitor (not a firewall)

that will monitor which applications are connection (or attempting to
connect) to what UDP or TCP ports ?
 

This is VERY similar to TCPview (freeware) by SysInternals. In
fact someone (not me) might say it's rip-off

Some freeware firewalls have this feature built in (such as the
slightly obscure Filseclab).

I find that Plastic Sniffer is useful because it shows the data
passing through the port and is probably the easiest tool to do
this.

I find Active Ports is oblivious to the UDP connection when using
Neutron to get atomic time. Anyone seen this?

Yes. I see this in both Active Ports and CurrPorts. It's because it
only takes about one tenth of a second for Neutron to get the time,
and CurrPorts is set to refresh every 2 seconds so it usually misses
it. If you keep clicking the "get atomic time" button it should appear
in the list sooner or later.

http://www.nirsoft.net/utils/cports.html is worth a look.
"CurrPorts allows you to close unwanted TCP connections, kill the
process that opened the ports". It comes as a no install zip file.
