long pause after right mouse click of desktop icon

W2K Professional on a Compaq box has a very slow response
to a right mouse click on any desktop button or icon. For
example, right mouse click the Start button has about a 30
second delay before showing the dialogue menu.

Performance otherwise on the system is zippy.
 
I have the same problem with a HP box. A PC with the exact
same hardware had no problems at all. What causes delays
in displaying the right click menu?

Seem like a non-upgraded system application. I upgraded
from W98 to W2K.
