Logon information programing Using Windows Xp/2000

I require to write a piece of code to allow an e-mail/internet connection
terms and conditions to be displayed, on screen before logging on to the
network. If the user agrees to the conditions, then he can log on to the
network and use e-mail and the internet, if not he is refused logon. Our
company requires the users to do this for legal requirements. Could anyone
please help with suggestions or examples. Looking into the registry, it
looks possible to run a program early in boot up, but when I tried nothing
worked.

If you go to Local security policy or equivalent on winXP
one of the settings you can set to any and all users is to
Display a message before they can press CTRL-ALT-DEL.
there you can simply state that by pressing ok they agree.
