logon and logoff help!!!!!!!!

well i recently downloaded a stupid program that custimizes your windows
loading screen. and it messed with my log on log off setup. i cant use my
fast switching screen because of that program i downloaded.

so how do i fix this? it says :
a recently installed program has disabled the welcom screen and fast user
switching to restore these fetures you must un instal the program. the
following file name might help you identify the program that made the change:
MSGINA.DLL

so i uninstalled it and its still says that
 
Fix Logon/Restore Welcome Screen:

This should reset the default GINA in registry.
