One of the computers at work (running xp pro) has a logoff button when
loging back on from locking the computer. You get the usual message on
the dialog that only the person who logged out or admin... can unlock
this computer. However there is a logoff button that anyone can press
and logoff the current user. Is there any way to disable or remove the
logoff button?

Yes there is,

Administrative Tools>Local Security Policy>Security Options>Shutdown:
Allow system to be shut down without having to log on>Disabled.
