Logman.exe error controlling remote perfmon counter

Strange problem running logman.exe on a 2003 server to control perfmon
counters remotely on a 2000 server(both member servers of the same domain).
If I log into the 2003 server and run the following command it will succeed:

c:\> logman.exe stop performancetracking -s remoteserver.domain.com

However, if I try to run a SQL DTS package that incorporates that exact same
command it will fail, and here is where it gets weird.... after the DTS fails
if I try to run the command again just as noted above it will now fail? After
the first failure I can't ever get it to work again without logging off and
back on the 2003 server. Then everything is fine again.

The failure is:
Error:
Unable to access the desired machine or service. Check the permissions and
authentication of the log service or the interactive user session against
those on the machine or service being monitored.
