I Had a script that ran at the start up that would display
a message box and also run a map drive script. I had this
GPO Site wide. I took off the Message box and worked fine
except for one computer. They still get the message box
that I had in the GPO a long time ago. I deleted the GPO
restarted the server and the user still gets the message.
There is no GPO running. What could be the cause.

Are there errors in the application log in regards to userenv and scecli?

If the above does not help enable Userenv logging on the client, log in
verify you did not get the policies, do whatever you have to do to make the
policies apply. Repost with that Userenv.log and the name of the user
account you are testing with. Also be more specific as far as what
configured policies are not applying and see if the clients are reporting
any Userenv errors in the application event log.
