login screen flashes 3 times

it's almost as if windows is trying to auto-login for me.
I hut I have turned off auto logins via IE options->User
authentication->logon->Prompt for user name and password.

what else could it be?

We're having the same problem on three of our machines at
work. We go through a proxy and the login screen
disappears as soon as you load the browser. This is fine
normally but if the user changes their password (which
they have to do every 60 days) it tries to login using
the wrong password. The same thing happens on other web
sites that use popup authentication.

Generally it's possible to grab the window if you click
in the right area but this is a pain. Does anyone know
how to correct this? We have changed all the
authentication settings and even reinstalled IE
completely without success.
