Situation:

1. AD account disabled
2. User is logged in to PC while account is disabled
3. PC is shutdown and physically disconnected from the network
4. User attempts to login to the PC off the network with domain account
(cached credentials)

Will the user still be able to log on using cached credentials even though
his account was disabled previously?

Yes. Unless the user attempts to logon while connected to the network this logon with cached credentials is still possible. When you logon to a non-kerberos domain, it is basically single sign on.
