Login Prompt in Windows 2003(DC) server is grayed out!

Hello All,

I have not seen this one before. Is there a policy that
will actually prevent ANYONE from login into a windows
2003 server console? I have a Windows 2003 server
(standard) acting as domain controllers and at the Login
Prompt now, I have my domain listed, but I can NOT enter
a username nor a password do not even have option
to "shutdown".

Has something gone horribly wrong? or is there a policy
that's driving this at the domain level?

Any insight would help.

Yes you can set in Group Policies the rights for Logon
Locally.

I have seen this before, I think its due to a process hanging, possibly
explorer.exe itself. I had to unplug and reboot the machine in order that we
could gain access.
