Login Problems XP Home

I have a machine with XP Home on it. At the Welcome
screen when I choose a user to login, it begins to load
the user's settings, then immediately begins saving the
settings and logs the user back out. This is the same for
all users, including Administrator in safe mode. I don't
know what to do other than format and rebuild.

Anyone have any ideas?
