Login Impossible in Safe Mode

Trying to get rid of a Trojan in safe mode, it is impossible to login in
safe mode with the administrator's paswword!

Any idea will be appreciated.

As in a administrator password exists,most users dont have that &
simply pressing the "enter key" gets you in xp.

Thank you, but it doesn't work either.
My solution is to tell the people to reformat the hard disk.
