Login error.

I have a problem that has happened just a few times. Short of reimaging
the machine I have not been able to find a fix for. I manage a large number
of computers statewide that are connected to the internet via a small
network of about 10 machines per location. There is no domain just a
workgroup and there are 2 user accounts set up per machine. These machines
are locked down tight with the group policy. The 2 accounts are an admin
account and a user account. From time to time we have a machine that will
not let the user login to the machine for whatever reason and displays the
following error.

"this account is configured to prevent you from using this computer please
use another computer."

If you have seen this or know what to do to fix it please advise.
