Logical Drive Letters not available..

E: and: F: are not mapped and not assigned. However, they are unavailable to
use through 'Map Network Drive' or 'Disk Management'. Net Share does not
show them as shared. How can I free up these logical drive letters?

"Not mapped, not assigned" means they do not have a drive letter, so I'm
confused there. But, if they don't have a drive letter, use dskmgmt to
assign one and they should show up.

That's the thing. They are not available. My logical disk assignment is as follows:

A: Floppy
C: HDD
D: CDROM
H: Removable Storage
I: Removable Storage
J: Removable Storage

The next available drive letter is K. E and F are not even available
choices. The are not hidden share and could not be deleted using the susbst
/d command. It's as if they've gone missing.

Warning: I don't know what I'm talking about. However, I'm wondering if
you may have those drive letters associated with USB devices which are
not currently plugged in?

This doesn't fit my scenario: I have my memory key assigned to "K", but
disk management would let me change my CD drive to "K" (and then what
would the USB key get? I'd rather not find out).

I wonder if there's some setting that permanently reserves the drive
letters associated with transient devices?

Maybe dead mountpoints. Open a command prompt and enter

mountvol E: /D
mountvol F: /D

In case these are not completely deleted network shares
(not seen so far):

net use E: /D
net use F: /D

Windows does not reserve drive letters when there is no drive
currently mounted to it.

K is listed only when the USB drive is not present. If you assing K
to another drive then the assignment to the previous drive is gone.

It get the first availlable letter when you attach it next time.

No, Windows has no build in mechanisms for that. I've made a small
windows service which can reserve drive letters:
